The MEU file extension is used with DOS Shell, a program that provides users a partial graphical user interface, so that users of DOS can use their PC's more efficiently. DOS Shell is also known as a file manager that made its debut with PC DOS and MS DOS. After its version 6.0, it was discontinued and was then available as an add-on but not part of the operating system of MS-DOS.

Files in the .meu file extension allow features like moving, renaming, and copying of files. DOS Shell has the capability to open files and applications upon double-clicking. It also has the capability to configure simple colors as well as styles. DOS Shell was one of the successful attempts to produce a basic GUI type of file manager for DOS. Although TUI or text user interface is more proper to describe DOS Shell, it is similar to the Windows File Manager, but in the DOS version.
